Desarrollo humano y brecha digital: contribución del Plan Ceibal

Resumen
El Plan Ceibal es una polÃtica pública universal de alcance nacional “1 a 1”, implementada en Uruguay desde 2007. El presente artÃculo se propone analizar los principales elementos de la brecha digital sobre los cuales este plan ha tenido efecto y la forma en que con ello ha contribuido al desarrollo humano. Busca explicar cuándo se produce la reducción de la brecha digital y cuáles son los factores que inciden en el proceso. Analiza los efectos del mismo en los hogares y en su implementación en los centros educativos. Este análisis se sustenta en los resultados de tres investigaciones basadas en técnicas cuantitativas y cualitativas. A partir de los hallazgos analizados, concluye que el Ceibal ha contribuido a la reducción de la brecha digital en términos del acceso y la conectividad, y verifica cambios en otras dimensiones de la brecha digital relativas a la apropiación y el aprovechamiento con fines de desarrollo humano. Demuestra la relación entre las desigualdades sociales y la brecha digital asà como las limitaciones y desafÃos que esto implica para iniciativas de tales caracterÃsticas.
Abstract
The Ceibal Plan is a universal "1-1" public policy implemented in Uruguay since 2007. This article analyzes the main elements of the digital divide on which this plan has influenced and how it may have contributed to human development. It seeks to explain, when this reduction of the digital divide happens and what factors affect in this process. These effects are reviewed at households included in the Plan and, in an implementation-level, at schools. This analysis is supported on results of three research based on quantitative and qualitative techniques. On the findings it conclude that the Ceibal has contributed to reducing the digital divide in terms of access and connectivity, and that changes are verified in other dimensions of the digital divide as the appropriation and use of Information and Communication Technologies for human development. It also demonstrates the relationship between social inequalities and the digital divide, as well as the limitations and challenges involved in such initiatives.
